The year 2001 will go down in history as the year in which the threat of terrorism reached a new, hitherto unimaginable level. The horrifying events of September 11 have been burnt into our minds forever. Yet as traumatic as the events may have been, they will not erode our confidence in the future. Because we have a unique and precious asset: our solidarity.

The most obvious manifestation of that solidarity has been NATO's decision to declare the attack against the United States an attack against all its members. This decision demonstrates that the fundamental link between two continents and among 19 nations is as strong as ever. And this solidarity is not confined to NATO nations. All our Partner countries, countries from all of Europe and Central Asia, have joined us in condemning the attacks and in pledging to step up their efforts to combat the scourge of terrorism. Across continents and religions, a strong coalition has emerged - a coalition for peace.

This unique coalition has already achieved a great deal. It has dealt a decisive blow to the Al Qaida terrorist network in Afghanistan and is now giving this country the opportunity to make a new beginning. Our struggle against terrorism will be a long and difficult commitment. But we have already demonstrated that we are determined to push that scourge to the margins of our society. We are determined to make the 21st century a better era -- an era in which our countries grow together, not apart; in which historical differences are replaced by common goals; and in which more and more people share the benefits of peace, democracy and tolerance.
