The Deputy Chair of the Military Committee is always a United States Officer and their responsibilities are to assist the Chair of the Military Committee in the execution of their duties and to take over in their absence. They are also responsible for the co-ordination of Nuclear, Biological and Chemical matters within the International Military Staff and the Military Advisor to the Deputy Secretary General in their capacity as the Chair of the High-Level Task Force, and Co-Chair of the Senior NATO Logisticians Conference.

Lieutenant General Winston P. Brooks

Lieutenant General Phil Brooks received his commission in the Field Artillery. His military schooling includes the Field Artillery Officer Basic and Advanced Courses, Airborne School, Combined Arms Services Staff College, Command and General Staff College, the Senior Service College Fellowship - Texas A&M, and Joint Forces Staff College. He possesses a Master’s Degree in Military Arts and Sciences.

Lieutenant General Brooks has commanded at the Battery, Battalion, and Brigade levels. He has served on staff at every echelon from the battalion to corps level, and has also served on the Army staff.

Lieutenant General Brooks served as the Deputy Commanding General - Maneuver in the 1st Infantry Division at Fort Riley, Kansas and in support of Operation Atlantic Resolve in Poland. In June 2020, Lieutenant General Brooks served as the Commandant of the United States Field Artillery School, and the Commanding General of Fort Sill.

Lieutenant General Brooks served as the Deputy Chief of Staff for Operations at the Allied Rapid Reaction Corps, NATO, in Gloucester, United Kingdom. He then completed his assignment as the Fires Center of Excellence and Fort Sill Commanding General.

Prior to being appointed Deputy Chair of the NATO Military Committee, he was assigned as a Special Assistant to the U.S. Army Training and Doctrine Command Commanding General.

Lieutenant General Brooks’ combat and operational experience includes deployments to Operation Joint Endeavor from 1995-1996; Operation Iraqi Freedom 2004-2005, 2006-2007, 2008-2009; Operation Enduring Freedom 2011-2012, 2013-2014; and Operation Atlantic Resolve 2015, 2016, 2019.

His awards and decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit Medal with 3 Bronze Oak Leaf Clusters (OLC), Bronze Star Medal with 3 Bronze OLC, the Defense Meritorious Service Medal, the Combat Action Badge, the Parachutist Badge, the Army Staff Identification Badge, and multiple Overseas Campaign and Service Ribbons.
