NATO’s Press Service was established in 1958, organizationally located in the Division of Political Affairs. The 1959 NATO Handbook simply stated: “Daily contacts with the press are ensured by a Press Section headed by the Chief Press Officer.”
The 1962 NATO Handbook stated: “The Press Service ensures daily contact with the press and includes the Documentation and Library Section. In dealings with the press, the Head of the [Press] Service is considered the official spokesman for NATO.”
