Ambassador Kevin Hamilton is the NATO Secretary General’s Special Representative for the Caucasus and Central Asia. He is responsible for carrying forward the Alliance’s policy in these two strategically important regions. He is also Deputy Assistant Secretary General for Partnerships, in the Political Affairs and Security Policy Division.
A career member of the Canadian Foreign Service, he served from 2023 to 2026 as Canada’s Ambassador to Türkiye, with concurrent accreditation to Azerbaijan and Georgia. He earlier served as Ambassador to Romania, Bulgaria, and the Republic of Moldova (2016–2020).
From 2020 to 2023, he was Director General for International Security Policy at Global Affairs Canada, responsible for international defence and security relations, NATO and transatlantic security, North American defence cooperation, Indo-Pacific security policy, and non-proliferation and arms control.
From 2013 to 2016, he was Director of the Eastern Europe and Eurasia Division, responsible for Canada’s political and trade relations with 19 European and Eurasian countries, spanning the Western Balkans to Central Asia. From 2010 to 2013, he was Head of Mission at the Canadian Embassy in Lithuania, with concurrent accreditation to Estonia and Latvia.
His earlier assignments included Political Counsellor at the Canadian High Commission to the United Kingdom; Deputy Director of the Conflict Prevention and Peacebuilding Group; and Deputy Director of the Policy Planning Staff. He has also served at Canada’s embassies in Tel Aviv and Sarajevo.
Ambassador Hamilton holds an M.A. in International Affairs from the Norman Paterson School of International Affairs at Carleton University (Ottawa) and a B.A. in International Relations from the University of British Columbia (Vancouver).
He is married and has a son and a daughter.
