Ce mercredi (18 mars 2026), le secrétaire général de l'OTAN, Mark Rutte, était en Norvège, où il a rencontré le premier ministre, Jonas Gahr Støre, avant de se rendre dans le nord, à la base aérienne de Bardufoss et sur le terrain d'entraînement de Setermoen, pour assister à l'exercice Cold Response 26.
Lors d’une conférence de presse donnée à Setermoen aux côtés du ministre de la Défense, Tore O. Sandvik, et du ministre des Affaires étrangères, Espen Barth Eide, le secrétaire général a indiqué que la Norvège jouait un « rôle clé » dans la sécurité du flanc nord de l’OTAN. « Vous avez développé des capacités militaires adaptées non seulement aux opérations par temps froid, mais aussi aux conditions arctiques et subarctiques », a-t-il déclaré, avant d’ajouter que la Norvège mettait à la disposition de l’OTAN un large éventail de moyens pour les opérations dans l’Arctique et menait des activités et des exercices indispensables, tels que Cold Response.
Cold Response 26, qui se déroule principalement dans le nord de la Norvège, mais aussi en Finlande, rassemble plus de 32 000 personnels de 14 pays de l’Alliance, la Norvège en accueillant 25 000 environ et la Suède quelque 7 000. Cet exercice s’inscrit dans le cadre d’Arctic Sentry, l’activité de vigilance renforcée que l’OTAN mène dans l’Arctique et le Grand Nord sous la direction du Commandement allié de forces interarmées de Norfolk.
Au cours de sa visite, M. Rutte s’est par ailleurs entretenu avec de hauts responsables militaires norvégiens, dont le chef de l’armée de terre, le général de division Lars Lervik, et le commandant du quartier général interarmées, le vice-amiral Rune Andersen. « Tout au long de la journée, nous avons pu nous rendre compte du niveau de préparation des forces », a déclaré le secrétaire général. Et d’ajouter : « En permettant aux pays d’apprendre les uns des autres, les exercices conjoints renforcent les liens entre Alliés et garantissent qu’ils sont à même d’opérer efficacement, ensemble ».
Plus tôt dans la journée, avant son entretien avec le premier ministre à Oslo, le secrétaire général avait salué l’importante contribution de la Norvège à la sécurité des Alliés. « La Norvège augmente ses dépenses de défense, soutient l’Ukraine et joue un rôle crucial pour préserver la sécurité de l’OTAN sur le flanc est et dans l’Arctique – On peut dire que vous jouez dans la cour des grands », a-t-il dit à M. Støre.
