Brussels, NATO HQ, 19-23 November 2025 – 31 representatives from 21 Partner Nations participated in the 27th NATO Partner Staff Officers' Familiarization Programme. The nine-day programme, jointly organized by the IMS Cooperative Security (CS) Division and SHAPE’s Partnership Directorate, provided participants with a comprehensive introduction to NATO’s structure and opportunities for cooperation with Partner Nations.

The CS Director, Major General Eray ÜNGÜDER, opened the programme by stating: “We have the privilege of coming together to strengthen our understanding, and deepen the bonds that unite us in our shared commitment to security and cooperation.

Throughout the programme, participants received detailed briefings on various topics related to the Alliance, with a focus on NATO’s cooperation with its partners, and practical initiatives, like the Individually Tailored Partnership Programme, and a programme policy update on the Partnership Staff Posts. Particular attention was devoted to understanding the Partnership Cooperation Menu and how this tool can support NATO partners in achieving their tailored objectives and goals, for the sake of resilience for the Alliance and its partners.

Participants held also discussions on NATO’s role in counter terrorism, and how NATO supports Partner Nations in defence education – including tools and resources for capacity building – and how to build integrity and governance.

MGen ÜNGÜDER officially closed the visit at the HQ by recalling that “We have certainly learned a lot from your contributions, open discussions, and exchanges of thoughts and ideas. The knowledge and experience you are getting through this Programme will enhance your understanding of the principles of NATO’s military and defence cooperation with its partners, including organization, objectives, policies, programmes, tools, and mechanisms.”

Following, participants proceeded to Mons, where SHAPE’s Partnership Directorate Military Cooperation Division continued the programme, offering the opportunity for deeper exchanges on the multiple dimensions of military cooperation.
