Brussels, EUMS, 21 Nov 2025. The Deputy Director General of the European Union Military Staff (DDGEUMS) Major General Gábor Horváth welcomed the Director General of the NATO International Military Staff (DGIMS) Lieutenant General Remigijus Baltrėnas to the EUMS for the biannual EUMS-IMS Directors’ General Conference.

The EUMS-IMS Directors’ General Conference enables both Director Generals and their respective staffs to report on the progress of the joint work plan agreed by the EUMS and the IMS, as well as exchange views and discuss ongoing collaboration and cooperation between both organisations.

Major General Horváth opened the conference by welcoming DGIMS and his staff to the EUMS. In his opening remarks, he emphasised how “this conference is one of the best example of military exchange between NATO and the EU.” He further acknowledged “we are all aware of the current security situation on the eastern borders of the EU, in the Middle East and in many other areas of the world and how it affects our organizations and motivates us to cooperate even closer than before to achieve our goals.

Taking the floor, Lieutenant General Baltrėnas took the opportunity to state that this was his first Directors’ General Conference as DGIMS and thanked the EUMS for hosting the conference and for the ongoing staff-to-staff cooperation between both organisations. He further outlined the challenges of today’s global security situation and highlighted how “our two organizations, each equipped with unique capabilities, resources and perspectives, must work closely together in order to create a suitable and appropriate forum for fruitful cooperation, to let us deal with these contemporary challenges.”

The opening remarks were followed by a full day of discussions that focused on two areas. Firstly, an update was provided from the respective staffs on follow-on tasks from the previous EUMS-IMS Conference.  The second part of the conference included a discussion on how to improve EU-NATO cooperation and information exchange in the areas of Military Mobility and Military Capability Development, enhancing EU-NATO complementarity.

As the conference drew to a close, Lieutenant General Baltrėnas took the opportunity to thank the EUMS for hosting and outlined how the day’s meetings “at all levels have consolidated solid continuation for future collaboration and strengthened our partnership.”

Major General Horváth then closed 24th EUMS–IMS Directors’ General Conference by looking ahead “to deepen our cooperation, it is more important than ever that our two military staffs continue engaging one another, to discuss and progress our mutually agreed objectives on our designated lines of development.”

The next EUMS-IMS Directors’ General Conference will be hosted by NATO IMS and is scheduled to take place in May 2026.
