Dear friends and colleagues,

Today we mark 30 years since the genocide at Srebrenica.
A tragedy that shocked the world.
And forever connected my country with yours.

I visited the memorial centre in Potočari as Dutch Prime Minister.
And I met with the mothers of sons who will never grow old.

We will never forget the horror of those dark days.
And our thoughts are with all those who were affected.

But in honouring the past,
it is our duty to build a brighter future.

This year also marks the 30th anniversary of the Dayton Peace Agreement.

Dayton may not be perfect.
But it remains the cornerstone of a stable Bosnia and Herzegovina.
And it showed the world that peace can prevail.

NATO intervened in Bosnia and Herzegovina,
to help end a conflict that cost a hundred thousand lives
across all communities.

We stood by you then.
We have helped provide stability in the region for thirty years.
And we stand with you now and in the future.

Through our offices in Sarajevo and Belgrade,
our KFOR mission in Kosovo,
and our support to the EU’s Operation Althea in Bosnia and Herzegovina,
NATO continues to play an active role.

The Western Balkans is a region of strategic importance.
For your security and for ours.

We will not allow a security vacuum to occur.
And you must not allow divisive rhetoric and reckless actions to take you backwards.

NATO provides the security framework for you to succeed.
But your destiny is in your own hands.
And courageous political leadership is needed to move forward.
I’ve seen the hope for brighter prospects,
on the faces of the students I met in Sarajevo earlier this year.

We owe it to them,
and to the memory of a lost generation,
to build peace and prosperity,
every day,
for all.
