I deplore the outrageous bloodshed in Ukraine, and I urge all parties to stop the violence immediately. And of course the government has a special responsibility not to use excessive force, and to maintain the neutrality of the armed forces.
The Ukrainian military should not turn on the people of Ukraine. If that happens, it would have severe negative consequences for our relationship with the authorities in Ukraine. The only way forward is peaceful dialogue and to find solutions in a democratic manner. And I welcome all international efforts to pave the way for such a democratic and peaceful solution.
