Welcome to this meeting of the NATO-Russia Council.

In Lisbon two and a half years ago, NATO and Russia pledged to make our partnership truly strategic.  We have yet to fulfil that promise, but we have made real progress in many areas. Our meeting today will be another important step in the right direction. To deepen our dialogue and to step up our practical cooperation.

We remain committed to stability and security in Afghanistan.  And so that remains a key priority for our partnership.

To further this commitment, we have worked together to train counter-narcotics experts from Afghanistan, Central Asia and Pakistan.  We have also trained Afghan helicopter technicians and provided badly-needed spare parts for the Afghan Air Force.  Today, we will discuss how we can build on that cooperation in the coming years.

And apart from Afghanistan, the NATO-Russia Council offers us a forum where we can also exchange views on other pressing regional and global security issues.

Nous avons aussi eu de nombreuses autres possibilités de coopération pratique, mutuellement bénéfique, pour lutter contre le terrorisme, lutter contre la piraterie et assurer la défense contre la menace grave et grandissante que les missiles balistiques font peser sur tous nos pays. 

Nous souhaitons exploiter tout le potentiel du Conseil OTAN-Russie – pour dialoguer et travailler, en tant que vingt-neuf partenaires égaux, même dans des domaines où nous ne sommes pas encore parvenus à un accord, comme la défense antimissile. 

Renforcer la confiance et la compréhension mutuelles. Et renforcer ensemble la sécurité. C’est le principe même d’un partenariat stratégique entre l’OTAN et la Russie.
