Mesdames et Messieurs les ministres, Mesdames, Messieurs, 

Bienvenue à cette réunion de la Commission OTAN‑Ukraine au niveau des ministres de la Défense. Et bienvenue en particulier au ministre ukrainien, Pavlo Lebedev, qui est avec nous aujourd’hui pour la première fois.

L’Ukraine et l’OTAN sont des partenaires clés en matière de sécurité. Depuis des années, l’Ukraine apporte des contributions substantielles, et particulièrement bienvenues, à toutes les grandes opérations dirigées par l’OTAN, y compris à notre engagement en Afghanistan. Et je viens tout juste d’avoir un échange de lettres avec M. Lebedev confirmant la participation de  l’Ukraine à l'opération OTAN de lutte antipiraterie « Ocean Shield ».

We have made good progress in our partnership in many areas. Defence reform has been, and will remain, a vital priority. Ukraine has set out an ambitious and comprehensive programme for the reform and modernisation of its armed forces. At our meeting today, we will discuss how we can best tailor our cooperation to support the implementation of these reforms.

We are also committed to supporting Ukraine’s other reform efforts. In particular, the determined implementation of reforms to reinforce democracy and the rule of law would benefit the people of Ukraine and the whole Euro-Atlantic community.

We have a lot to discuss. And a lot to do together. So now, I would like to thank the representatives of the media for their attendance.
