Ladies and Gentlemen,

Welcome to this meeting of the Foreign Ministers of the NATO-Ukraine Commission.

Today we will review the current state of NATO-Ukraine cooperation and establish clear priorities for our work in the coming months.

Five months ago, NATO adopted a new Strategic Concept.  Our new strategy puts partnerships at the core of NATO’s mission and reconfirms the value of NATO’s Distinctive Partnership with Ukraine.

During my visit to Kyiv in February, President Yanukovych reaffirmed his personal commitment to furthering active political dialogue and practical cooperation between NATO and Ukraine. His recent approval of Ukraine’s National Annual Programme for  2011 is a tangible expression of this commitment.

La Commission OTAN-Ukraine et le Programme national annuel offrent un cadre solide, qui permet de faire progresser le dialogue et la coopération et de promouvoir la sécurité dans la région euro-atlantique, sur la base des valeurs communes que sont la liberté individuelle, la démocratie, les droits de l'homme et l'état de droit. L’OTAN est résolue à aider l’Ukraine à atteindre les objectifs de réforme et de coopération qu’elle s’est fixés dans son Programme national annuel, notamment pour la réforme des secteurs de la défense et de la sécurité.

L’Ukraine se distingue depuis longtemps comme contributeur clé aux opérations et missions dirigées par l’OTAN et, plus généralement, aux efforts de la communauté internationale en matière de maintien de la paix et d’aide humanitaire. Je sais que le gouvernement ukrainien a l’intention de s’appuyer sur cette tradition de prestataire de sécurité, et que nous pouvons compter sur davantage encore de contributions de la part de l’Ukraine.

At our meeting today we will also review our growing cooperation on emerging security challenges, such as the fight against terrorism, the proliferation of weapons of mass destruction and their means of delivery, cyber defence, and energy security.

We have a substantive agenda in front of us today.  It reflects not only the strength and significance of the NATO-Ukraine Distinctive Partnership, but also its considerable further potential.

With this, let me now ask that media representatives leave the room so we can begin our meeting.
