First of all, I would like to thank Foreign Minister Westerwelle for hosting this NATO foreign ministers' meeting. It is really a great pleasure for us to visit Berlin. We consider Germany a staunch ally, strongly committed to our Alliance, and the transatlantic cooperation and partnership. Let me take this opportunity to express very strong appreciation of the significant German contribution to our mission in Afghanistan but also in Kosovo.

We are here to follow up on the very important decisions we took in Lisbon to reform and modernise our Alliance. But obviously we are also going to discuss the situation in Libya. The meeting in the Contact Group yesterday has laid out a good foundation and we will now discuss how we can continue the military operation leading to a successful result.
