Excellencies, ladies and gentlemen, good morning, dobriy dyen’, bonjour. Welcome at this informal meeting of the Foreign Ministers of the NATO-Russia Council. I thank Secretary Clinton for her hospitality in offering the venue for this important event. 

We have gathered here to reconfirm our commitment to strengthening NATO-Russia cooperation and to working together towards a true NATO-Russia strategic partnership.

Since we last met in December 2009, we have undertaken substantive work to improve the quality, substance and effectiveness of our relations, based on the premise that we share important common security interests in the current global strategic environment and that the NATO-Russia Council can do more to contribute to fostering security in the Euro-Atlantic area. 

Au cours de l’année écoulée, les relations OTAN-Russie ont connu une transformation  tout à fait unique.  Nous avons lancé une revue conjointe des défis de sécurité communs ; nous nous sommes engagés dans une coopération concrète dans de nombreux domaines, dont l’Afghanistan,  la maîtrise des armements, la lutte contre le terrorisme ainsi que la prévention de la prolifération des capacités nucléaires et des missiles balistiques ; nous avons rationalisé la structure du COR afin de répondre aux priorités actuelles. Nous avons également élargi la portée de notre dialogue politique en abordant des questions de sécurité majeures, même celles sur lesquelles nous avons des désaccords, notamment la Géorgie, ainsi qu’en améliorant la transparence et la prévisibilité dans nos relations, avec des débats sur le nouveau concept stratégique de l’OTAN et sur la doctrine militaire de la Russie.

The time has come to take our relations to a new level. That is why I have invited the NRC Heads of State and Government to convene in Lisbon on 20 November. Such a meeting would provide us with a strategic opportunity to demonstrate the new quality in NATO-Russia relations and to agree on a more ambitious and tangible cooperation agenda.
