Allow me to start by extending a warm welcome to Minister/General Wardak of Afghanistan.

Your presence here underscores the most critical element of our comprehensive approach to the challenges in Afghanistan – Afghan ownership. The Afghan people and government own Afghanistan’s path to peace and stability.

They own the process of reconstruction and development, and the fight against narco-trafficking. They own the road towards democratisation and good governance.

And there has been a great deal of progress over the last few years, but much remains to do in all these areas.

Mr Minister, we look forward to hearing your evaluation of the situation in your country, your plans to overcome the challenges that lie ahead, and how we can support your country further.
