I welcome the publication of Iraq's draft constitution. This marks a critical step toward a free, prosperous and democratic Iraq.
Given Iraq's difficult history and political and security situation today, the draft constitution is a major achievement that synthesizes traditions of faith and principles of freedom and human rights.
I call on all Iraqis to engage actively in the constitutional process and make an informed decision when they vote in the October 15 referendum.
