Ladies and Gentlemen,

It gives me great pleasure to welcome you all to this meeting of the Euro-Atlantic Partnership Council in Foreign Ministers' session. And I wish to extend a special welcome to those Ministers who are joining us for the first time in this setting.

This year has been a period of refocusing and renewal for our Euro-Atlantic Partnership. In March, seven former Partners joined the Alliance, and the international security environment has continued to evolve. This has prompted a change in the Partnership's geographical focus, as well as in its substance.

At our Istanbul Summit in June, we agreed on new priorities for our Partnership, and new initiatives to help to pursue these priorities. As a result, our Partnership will enable us to better meet the needs and aspirations of all the different countries that take part.

Euro-Atlantic Partnership is a central feature of the transforming NATO Alliance. Our Partners make vital contributions to NATO-led military operations, and their engagement in the fight against terrorism is equally important. But the Partnership also encourages peaceful change and domestic stability. This approach has already proven its worth -- and it deserves our continued support.

Le premier point à l'ordre du jour de notre réunion concerne les Balkans. Ensemble, Alliés et Partenaires, nous avons contribué à mettre fin aux violences dans cette région. Il est maintenant crucial de maintenir notre engagement en faveur de l'instauration de la paix, de la démocratie et de la stabilité dans les Balkans. Nous continuerons d'aider à créer les conditions propices à une stabilité et à un développement durables, et à la réintégration de la région dans la communauté euro atlantique.

Nous aborderons ensuite les incidences politiques et pratiques de notre décision de mettre davantage l'accent sur deux régions stratégiquement importantes : le Caucase et l'Asie centrale. Il est important que nous comprenions bien les intérêts, les priorités et les aspirations de chacun, et la présente réunion constituera à cet égard une bonne occasion d'améliorer cette compréhension.

Le Conseil de partenariat euro atlantique demeure une enceinte importante, où 46 pays peuvent débattre des questions clés. Et je suis sûr, aujourd'hui, que tous les Alliés et les Partenaires mettront pleinement à profit ce cadre de discussion.
