I am pleased to participate in this meeting under the NATO-Ukraine Charter, which has done so much to foster our ever-growing and effective partnership. We are here today to reaffirm our commitments to this valuable co-operation and chart the way ahead.

There can be no doubt that Ukraine has an important role in ensuring security and stability in Europe, not only due to her size and geography, but even more importantly because of her demonstrated willingness to contribute to security and stability in the Euro-Atlantic region. Ukraine's dedication to shouldering growing responsibility is much appreciated, since she is - and will remain - an indivisible part of Euro-Atlantic security co-operation.

The NATO-Ukraine Work Plan for 1999 holds considerable promise. We are learning from past experiences and developing the co-operation on a mutually beneficial basis. This Distinctive Partnership is an open-ended, dynamic process that will continue to grow for the benefit of increased understanding and co-operation, which promotes stability and security in Europe.

Finally, I expect the location of two NATO liaison officers in Kiev, from the beginning of next year, to strengthen the excellent relationship between NATO and Ukraine. This is yet another important step to enhance practical co-operation and contribute to better understanding among our publics in general.
