The Secretary General, Mr. Javier Solana, welcomes the many positive results of the Helsinki Summit which are a major step forward in developing a more secure and peaceful Europe.
Mr. Solana is especially encouraged by the commitment given President Yeltsin to conclude an agreement between NATO and Russia in the near future and, more generally, to develop a close partnership between NATO and Russia. He will seek to build on the achievement of the Helsinki Summit in his continuing negotiation with the Russian Foreign Minister.
