Question: Foreign Secretary, what can be done to allay Russian fears of NATO expansion?
Foreign Secretary: I don't believe that anyone need fear about the expansion of NATO. NATO is very much a defensive organisation. You must also put the question of expansion in the context also of improving relations with Russia. Russian forces, NATO forces working closer together as allies in Bosnia - that is a very good example of the kind of cooperation in the new Europe which NATO and Russia can derive.
