NATO and Bulgaria are holding one of the world’s largest and most complex emergency management exercises, from 7 to 12 September 2025, at the Professional Training Centre for first responders in Montana, Bulgaria.

Media representatives are invited to the official exercise opening on Monday, 8 September 2025, from 09:30 to 12:30. This will be held at the Base of Operations, in Erden, near Montana. 

The opening programme will include remarks by Bulgarian and NATO senior officials, a press conference, demonstrations from the exercise participants and opportunities to engage with emergency responders from a number of countries and organisations participating in the exercise. 

Additional media opportunities during the exercise are available upon request.

Media interested to cover Exercise BULGARIA 2025 should contact addamyanov.160@mvr.bg for accreditation. Please include in your email:

  • the name of the media outlet, 
  • the names, email addresses and mobile phone numbers of the journalists seeking accreditation. 

The deadline for receiving accreditation requests is 30 August 2025.

Only accredited media representatives will have access to the exercise.

Media representatives covering the exercise should make their own travel and accommodation arrangements. Journalists are encouraged to book a room through the Hotel Hemus.

Exercise BULGARIA 2025 is organised jointly by NATO’s Euro-Atlantic Disaster Response Coordination Centre (EADRCC) and the Directorate General Fire Safety and Civil Protection of Bulgaria’s Ministry of the Interior. 

BULGARIA 2025 is a civilian-led emergency management exercise which aims to enhance resilience through improved preparedness. Civilian and military responders from Allies, partners, and international organisations will exercise together to strengthen their capability to manage complex emergencies in a challenging security environment.  The exercise will also test and improve Bulgaria’s capacity to effectively coordinate international disaster response operations as a host nation.

Through the exercise, participants will exchange knowledge and good practices in crisis management, while strengthening cooperation between civil and military actors, local, national and international authorities, policy-makers, non-governmental organisations, scientists and innovators. 

Around 1200 participants from more than 40 countries and organisations are expected to take part.  

BULGARIA 2025 will exercise a range of disciplines, including Urban and Water Search and Rescue, Emergency Medical Teams (EMT), protection of cultural heritage, and Chemical Biological Radiological and Nuclear (CBRN) detection, decontamination, and protection.

The Base of Operations will be in Montana, about 110km north west of Sofia. 

High-level representatives from civil and military emergency response authorities will also attend the Distinguished Visitors’ Days, a programme running in Sofia on 9 and 10 September which includes an observation of the exercise on 10 September.
