On Thursday (5 November 2026), NATO Secretary General Mark Rutte welcomed Dr Fatih Birol, Executive Director of the International Energy Agency, for a discussion with Allies in the North Atlantic Council.
The Secretary General highlighted the importance of energy security and that operational energy supplies are needed to deter and defend. He called for stronger cooperation between Allied defence and energy stakeholders, including the private sector.
Mr Rutte said that without fuel, we cannot move; without power, we cannot build our technological edge; without reliable supply chains, we cannot ramp up our defence industrial production; and without secure infrastructure, there is no energy at all.
NATO’s role in energy security was first defined at the 2008 Bucharest Summit and has since been strengthened. The NATO Energy Security Centre of Excellence in Vilnius, Lithuania has been supporting NATO’s work on energy security since 2012. Energy security is a vital element of resilience and has become more important due to security challenges, such as cyber and hybrid threats to both land and offshore infrastructure. Russia has intentionally exacerbated the energy crisis and its war of aggression against Ukraine impacts the global energy landscape. NATO will continue to develop its capacity to support national authorities in protecting critical energy infrastructure, including by contributing to the security of critical undersea infrastructure. Allies are committed to ensuring secure, resilient and sustainable energy supplies to their military forces. In light of the ongoing energy transition, NATO will work to ensure military capability, effectiveness and interoperability of military forces.
