NATO reaffirms its steadfast commitment to stability in the Western Balkans, following update by the KFOR Commander

The North Atlantic Council met today (15 September 2026) in KFOR format, including troop contributing partners, for a discussion with KFOR Commander, Major General Ozkan Ulutas from Turkiye.
In his final briefing to the Council, which he joined virtually, the Commander provided an update on KFOR’s continued efforts to help maintain a safe and secure environment for all people living in Kosovo and freedom of movement. This is done under United Nations Security Council Resolution 1244 of 1999, in close coordination with the Kosovo Police and the EU Rule of Law Mission in Kosovo (EULEX), in their respective roles as security responders. He also shared his views on the ongoing efforts to optimise KFOR’s posture, which follows from a steady improvement of the security situation in Kosovo. The optimisation process aims at ensuring that the mission remains fit for purpose. It is conditions-based, is being implemented gradually, and it will be fully reversible, should relevant security developments require it.KFOR will remain appropriately staffed, equipped, trained and organised to implement its long-standing UN mandate, and it will retain the capabilities, readiness and flexibility required to address a range of security scenarios.
The Western Balkans is a region of strategic importance for the Alliance. NATO’s commitment to support lasting security in Kosovo and regional stability is steadfast. NATO also continues to strongly support the EU-facilitated Dialogue for the normalisation of relations between Belgrade and Pristina, as the framework to solve pending issues with respect for the rights of all communities.
Major General Ulutas is expected to complete his second tenure at the helm of KFOR in mid-October. Major General Roberto Vergori from Italy will succeed him.
