As NATO works to ensure that we remain ready and able to deter aggression and defend the Alliance against any threat, we remain committed to running the Organization in ways that prevent fraud, corruption, and misconduct. While much of this work takes place in closed settings to protect classified information as well as personal privacy, allegations of misconduct against senior leadership at the NATO Support and Procurement Agency (NSPA) were leaked to the media in recent months. For that reason, we believe it is important to publicly disclose the outcomes of the resulting investigation in the interests of transparency and the protection of the individuals involved in the investigation.
Following allegations made against NSPA senior leadership, an independent investigator was commissioned to inquire into these allegations. After a preliminary assessment, a full investigation was conducted, with care taken to ensure the process was fair and respected the rights and interests of everyone involved. On conclusion of the investigation, the results were presented to the Agency Supervisory Board, which then provided the outcomes to the Secretary General. The investigation found that the allegations against the senior leadership of NSPA, including the General Manager, Stacy Cummings, were not substantiated. This case is now closed.
NATO continues to advance its capacity to combat fraud and corruption. The fight against fraud and corruption is part of NATO’s commitments to strengthening transparency, accountability and integrity inside and outside the Organization. This is vital as we ramp up our cooperation with industry to ensure that NATO has the capabilities we need to fulfil our core task of protecting the security of our one billion people across the Alliance.
We are confident that the NSPA will continue to play a significant role in supporting the Alliance as we grow the defence industrial base on both sides of the Atlantic.
