Brussels, 15 October 2025 — The International Board of Auditors for NATO (IBAN) had the pleasure of welcoming Mr Tony Murphy, President of the European Court of Auditors (ECA), accompanied by his attaché Mr Brian Murphy, to the Headquarters of the international organisation for a meeting dedicated to the exchange of experiences and best practices in the field of international public auditing.

This visit took place in a particularly busy context — the day of the meeting of the 32 Defence Ministers of NATO Allies — a logistical challenge that did not prevent a rich and constructive dialogue from unfolding.

Received by Mr Sébastien Lepers, Chair of the IBAN, Mr Radek Visinger, former Chair and Member of the Board, Mr David Black, Principal Auditor, and Mr Patrick Alix, Senior Auditor, the ECA delegation engaged in discussions with the IBAN team on the respective practices, procedures, and priorities of both institutions regarding financial oversight and governance.

Particular attention was given to IBAN’s specific experience in auditing security and defence expenditures, a particularly sensitive and strategic area in today’s international environment.

Shared values and common challenges

The IBAN and the European Court of Auditors share a common foundation of values and missions: ensuring transparency, accountability, and the sound management of public resources in a complex and constantly evolving international context.

Both organisations stand at the heart of multilateral frameworks, with 23 member countries in common between the European Union and NATO.

The discussions highlighted the complementarity between the ECA and the IBAN, while identifying concrete areas for cooperation, including:

  • regular exchanges of good practices and lessons learned,
  • the development of joint training initiatives, and
  • the preparation of common projects in the field of international public auditing.

A shared ambition: integrity and trust

Through this meeting, the ECA and the IBAN reaffirmed their shared ambition to promote integrity, rigour, and trust in the management of public funds, in the service of citizens and Allies alike.

This convergence of objectives aligns fully with the mission of the IBAN: to contribute to more effective, transparent, and accountable governance within the Alliance.
