The aim of the workshop is to bring experts from NATO and partner countries, who are working on hybrid threats countermeasure strategies, to further develop the early warning signal concept, which would become a valuable resource base for NATO countries and allies developing their own national counter measure strategies. The target audience of the workshop comprises both researchers and experts in the area of security studies as well as practitioners who are confronted with the practical implications of hybrid war.
