Representatives from NATO’s Building Integrity (BI) Programme participated in a workshop entitled “the OSCE Code of Conduct on Politico-Military Aspects of Security: Implementation framework, outreach and multi-stakeholder approach and synergies with International Partners”, held on 16 and 17 October in Yerevan, Republic of Armenia. The OSCE Code of Conduct on Politico-Military Aspects of Security is a landmark document on security sector governance.

The workshop had three objectives: strengthening knowledge on the Code of Conduct commitments and raising awareness on new aspects of the Code; exploring good practices in implementing the Code and; explaining the linkage between the Code and sustaining defence institution.

Armenian Minister of Defence Seyran Ohanyan opened the workshop. NATO officials were among the 66 participants and 20 speakers who also included representatives from the Armenian Ministry of Defence, local non-governmental organisations, the Geneva Centre for Democratic Control of Armed Forces, the OSCE office in Yerevan and the OSCE’s Forum for Security Co-operation (FSC).

It is the second invitation to the NATO BI Programme to participate in an OSCE-wide workshop marking the 20th anniversary of the adoption of the OSCE Code of Conduct on Politico-Military Aspects of Security. NATO BI participation in such an event reiterates the synergies and linkage between integrity, ethics and the implementation of the Code of Conduct, as underlined by General (ret.) Yves de Kermabon, NATO BI Expert, former Kosovo Force Commander and Head, European Union Rule of Law Mission in Kosovo (EULEX):  “Without integrity, we cannot implement the Code of Conduct”.

This event was organised by the Armenian Ministry of Defence and the OSCE Office in Yerevan with the NATO BI Programme’s partnership.
