NATO Deputy Secretary General Ambassador Alexander Vershbow led a signing ceremony on 26 September recognising Bulgaria's decision to become the sixth lead nation for the Building Integrity (BI) Trust Fund. The fund's resources are used to promote transparency, accountability and integrity in the defence and security sector. Representatives from the other five lead nations – Belgium, Norway, Poland, Switzerland and the United Kingdom – also attended.

The Deputy Secretary General welcomed the Bulgaria's decision and highlighted the leadership role the country has played in promoting cooperation with the South Eastern European defence ministers. Addressing all six lead nations, Ambassador Vershbow underlined, "in the present financial climate, all nations are faced with the challenge of reforming, renewing and strengthening operational and institutional capabilities. NATO’s added value is in assessing risks and providing practical tools to promote good governance in defence institutions and structures".

The Bulgarian Permanent Representative to NATO Ambassador Ivan Naydenov, expressed the appreciation of his authorities for the support and "invaluable expertise made available through the Building Integrity Programme". He welcomed, "the opportunity to work closely with lead nations".Ambassador Naydenov acknowledged the complexity of reducing the risk of corruption in the defence sector and the importance of promoting practices and policies that enhance accountability and transparency. "NATO provides the necessary tools and we believe that they should be fully used," he said.

The Norwegian Permanent Representative to NATO Ambassador Vegard Ellefsen welcomed Bulgaria on behalf of the other lead nations. He noted that the expanding number of lead nations shows the growing commitment to this initiative. "The development of effective institutions and good governance are areas of importance to strengthen NATO and partners as a community of values," he said.
