On 5 September 2013, the NATO Political Affairs and Security Policy Division organised a visit to NATO Headquarters for an inter-ministerial delegation from the State of Kuwait to present and discuss the Individual Partnership and Cooperation Programme (IPCP) between NATO and Kuwait.

The delegation also received briefings on NATO’s cooperation with ICI countries and the broader Middle East and on Military Cooperation in the Framework of the Istanbul Cooperation Initiative, as well as Civil Emergency Planning and Crisis Management.

The group met with H.E. Ambassador Thrasyvoulos Terry Stamatopoulos, Assistant Secretary General for Political Affairs and Security Policy, with Mr. Nicola de Santis, Head, Middle East and North Africa Countries Section in NATO’s Political Affairs and Security Policy Division, with Rear Admiral Emil Eftimov, Director, Cooperation and Regional Security Division, International Military Staff, with Dr. Rolf Schwarz, Political Officer, Middle East and North Africa Section, Political Affairs and Security Policy Division, and with senior officials from various Divisions in the International Staff and the International Military Staff to discuss details of future cooperation under the Individual Partnership and Cooperation Programme.

The visit to NATO HQ concluded with a visit at the Euro-Atlantic Disaster Response Coordination Centre (EADRCC), where the group received a briefing by Mr. Guenter Bretschneider, Head, Civil Emergence Planning Outreach Section, Operations Division.
