More than 65 civilian and military leaders and experts took part in a professional development workshop on “Integrity in defence budgeting and financing”. They examined the issues of professional integrity and developing best practices in financial management in the defence sector. Hosted by the Ministry of Defence of Serbia in Belgrade from 18 to 20 June 2013 and conducted by the Geneva Centre for the Democratic Control of Armed Forces (DCAF), the event was organised in the framework of NATO’s Building Integrity Programme for Southeastern Europe.
Delegates discussed the normative basis, organisation and procedures of financial management, emphasising the need to strengthen transparency, accountability and integrity in building Smart Defence institutions. Smart Defence is a new way of thinking about generating the modern defence capabilities the Alliance needs for the coming decade and beyond.
The course director, Dr Valeri Ratchev (DCAF), underlined that more laws and more institutions are not the solution. “We need to build a culture within the defence and security sector that is based on integrity, trust and fairness. To implement this we have to be more transparent, accountable and responsible,” he said.
In his opening remarks, Mr Miroslav Jovanović, Assistant Minister for Defence Policy of the Republic of Serbia thanked the management of the Serbian Ministry, led by the First Deputy Prime Minister and Minister of Defence Mr Aleksandar Vučić, for “the strong support to the NATO Building Integrity Programme and all the similar projects of partner organisations or nations”.
The concept of the workshop was based on short lectures by DCAF, presentations by participants and syndicate work. Commenting on the workshop, Colonel Oleksandr Tytkovskyi from the Ukrainian Auditing Department of the Ministry of Defence said, “the knowledge and experiences that I have received in Belgrade will be an invaluable support in my work”.
Making effective use of resources in the defence and security sector is a challenge faced by all nations. The Building Integrity Programme for Southeastern Europe is open not only to nations from the region but also to NATO Allies and partner countries from the entire Euro-Atlantic area. This workshop was the third in a first series of activities within this programme.
