On 3 November, NATO Secretary General Anders Fogh Rasmussen, visited Russia. Addressing Moscow-based media representatives he described his consultations with President Dmitry Medvedev and Foreign Minister Sergey Lavrov as very constructive and useful in preparing the upcoming Summit of the NATO-Russia Council (NRC).

He expressed satisfaction that President Medvedev shares a desire to use the NRC leaders’ meeting in Lisbon to generate a fresh start for the NATO-Russia partnership.

In particular, the talks focused on NATO-Russia cooperation aimed at stabilising Afghanistan, including issues such as transit, counter-narcotics training and provision of helicopters for the Afghan armed forces. Other topics raised included the Joint Review of 21st Century Common Security Challenges being finalised within the NRC framework, as well as missile defence.

The time has come for a fresh start for NATO-Russia relations," said the Secretary General. "The Lisbon Summit of the NATO-Russia Council is the place to make a fresh start. I am confident that the Summit will deliver, to the benefit of all 29 countries in the NRC – on Afghanistan, on fighting terrorism and proliferation, and, I hope, on missile defence.”

He concluded with a message of support to Russian citizens: “I think Lisbon will send a clear message to the Russian people. NATO does not see Russia as an enemy. We see Russia as a partner of strategic importance. We want to do more with you to make our world safer, on the basis of trust, confidence and reciprocity.”
