Around 80 people participated in a NATO seminar at the Norwegian Institute for Defence Studies (IFS) in Oslo to debate the future role of the Alliance on 13 January 2010.

The debate dubbed "NATO in a changing World", took place on the eve of the third official Strategic Concept seminar, hosted by Norway on 14 January 2010.  The event was co-sponsored by NATO's Public Diplomacy Division, the Norwegian Institute for Defence Studies and the University of Oslo.

Dr. Jamie Shea, Head of Policy Planning from the Private Office of NATO's Secretary General gave a presentation on the current discussions regarding NATO's new Strategic Concept, its new priorities, security challenges and threats.

"The new Strategic Concept should not be an exercise in reinventing NATO, but to make it more effective... NATO must not be ashamed to be NATO and keep doing what we do," said Dr. Shea.

He suggested the Alliance focus on widening its cooperation with other international organisations, such as the United Nations, the European Union, the African Union and others. Dr. Shea added that NATO should also keep an eye on a wide range of security issues, such as energy security, climate change, proliferation and cyber defence, besides its current operations. 

Dr. Stefanie Babst, Deputy Assistant Secretary for NATO's Public Diplomacy Division said NATO had to address some public perceptions that see NATO as a Swiss army knife, "which is problematic, but reflects the fact that NATO has taken on board a number of new roles and functions in the past years."

Dr. Shea's presentation was followed by a question and answer session with high-level officials, including Ambassador Kim Traavik, the Permanent Representative of Norway to NATO, and Mr. Rolf Tamnes, Director of the Norwegian Institute for Defence Studies, as well as Dr. Stefanie Babst and Dr. Jamie Shea. 

The panel participants also stressed the importance of the Alliance's Partnerships, including NATO’s relationship with Russia, a key issue also discussed at the third official Strategic Concept seminar on 14 January 2010 in Oslo.
