Huguette Labelle, Chair of the Board of Directors, Transparency International, the civil society organization leading the fight against corruption, talks about a joint project with NATO and the Euro-Atlantic Partnership Council (EAPC) to develop practical tools to help nations strengthen integrity in the defence sector.

The initiative was formally launched on 1 July 2008, following a Bucharest Summit decision to give priority to developing practical tools aimed at building integrity in defence institutions.

To date, the Building Integrity Initiative has focused primarily on strengthening nations’ capacity, through conferences and seminars, a self assessment tool and building integrity courses for civilian and military personnel. A handbook to promote best practices will be completed by the end of the year.

Progress made in the past 12 months, and further proposals to help nations strengthen integrity, increase transparency and improve accountability in the defence sector, were presented to the Ambassadors of the Euro-Atlantic Partnership Council on 8 July 2009.
