On 16 June 2009 in Rome, the Istituto Affari Internazionali and the International Institution of Humanitarian Law organized a one day conference entitled “Addressing the Resurgency of Sea Piracy: Legal, Political and Security Aspects”.
More than 20 speakers – including academics, diplomats, military and business representatives – discussed the phenomenon of sea piracy in order to increase knowledge, exchange information and encourage cooperation among international institutions, military and civilian experts and private actors engaged in the fight against piracy.
The seminar focused on the legal, political and security aspects affecting the resurgence of maritime piracy. Issues related to the applicability of international rules on high seas and territorial waters as well as the need to formulate appropriate political actions in order to combat maritime piracy were addressed. Security aspects of piracy attacks were also discussed, such as the use of adequate force for self defence by armed crews on board of private ships.
Speakers included NATO Deputy Secretary General Ambassador Claudio Bisogniero; Under Secretary of State at the Italian Ministry of Foreign Affairs, Vincenzo Scotti and the Minister of Defence of Somalia, Mohamed Abdi Mohamed “Gandhi”.
The conference was sponsored by NATO’s Public Diplomacy Division, the European Commission and the Italian Ministry of Foreign Affairs.
