Priorities for defence and security sector reform in Ukraine and cooperation in addressing security challenges were discussed at a senior-level meeting of the NATO-Ukraine Joint Working Group on Defence Reform (JWGDR) in Warsaw on 14 and 15 May. Polish Minister of National Defence Bogdan Klich delivered a keynote address at the meeting.
The meeting provided a timely opportunity to assess the JWGDR’s support for Ukraine’s reform efforts with a view to preparing the country for future membership of the Alliance. This included, in particular, advice on defence and security aspects of its first Annual National Programme, which has been drafted recently.
Allies were keen to learn more about Ukraine’s current priorities in the light of the resource implications of the ongoing financial and economic crisis.
For the first time, Allied Defence Advisers working in Kyiv were invited to participate in the meeting to give their perspective on the status of reform efforts and their respective programmes of work.
Updates were provided on various JWGDR programmes and initiatives in Ukraine and their priorities for the 2009-2010 period.

The meeting also discussed NATO-Ukraine cooperation in addressing challenges of the evolving security environment.
The first expert consultations on cyber defence took place under the auspices of the JWGDR in early May.
Ukraine also continues to make its contribution to NATO-led operations through its strategic airlift capability and the deployment of peacekeepers and medical personnel.
