On March 31, the NATO Secretary General, Jaap de Hoop Scheffer, partipated in the UN-sponsored, Dutch-hosted meeting on Afghanistan in The Hague. The NATO Secretary General met bilaterally with United Nations Secretary General Ban ki-Moon, to discuss common efforts in Afghanistan and Kosovo, as well as on piracy. He also met with the Foreign Ministers of Australia and New Zealand, as well as with EU Commissioner Ferrero-Waldner.

In his intervention, the Secretary General focused on training of Afghan Security forces, noting in particular that NATO Allies have now agreed to manage a Trust Fund that would provide funding for the sustainment of Afghan Security Forces. 

This decision, which is supported by the United Nations’ Assistance Mission to Afghanistan (UNAMA), makes the broadened ANA Trust Fund the main channel for International Community funding of ANA sustainment.  The broadened Fund will run for a period of five years, subject to renewal.

A project board will be established in Kabul to monitor the use of the funds and review progress. The Commander of ISAF, the Commander of Combined Security Transition Command-Afghanistan (CSTC-A) and representatives from Afghan Authorities will act as co-chairmen of this new body that will include membership of the broad donor community.

A dedicated bank account has been opened under NATO auspices to receive contributions from nations and organizations.

Established in 2007, the ANA Trust Fund was originally limited to assist with the payment of transportation and installation costs of equipment donations by ISAF nations to the ANA.

NATO’s decision comes as part the International Community’s resolve to further enhance its efforts to build-up strong, capable and self-sustaining Afghan national security forces.
