A high-level seminar on relations between the European Union and NATO took place in France on 7 July 2008. The discussions aimed at finding practical ways of strengthening relations between the two organizations.

The main participants were NATO Secretary General Jaap de Hoop Scheffer, Javier Solana, Secretary-General of the Council of the European Union and High Representative for the Common Foreign and Security Policy, and Bernard Kouchner, Minister of Foreign and European Affairs.

In his speech, Mr De Hoop Scheffer set out measures to improve collaboration between the Alliance and the EU, including by developing new areas of cooperation beyond the existing so-called "Berlin Plus" arrangements.
