Major General Laszlo Makk of the Hungarian Army assumed duties as the third Head of the Military Liaison Mission (MLM) in Moscow on 30 April.

His predecessor, Major General Kurt Herrmann of the German Air Force, handed over responsibility for the MLM during a ceremony held at the German Embassy in Moscow.  Presiding over the proceedings was the Assistant Director for the Cooperation and Regional Security Division of NATO's International Military Staff, Major General Georges Lebel of the French Army. 

About 55 people attended the ceremony, which was followed by a lunch hosted by Major General Herrman.  On the NATO side, participants included all ambassadors and defence attachés of Allied countries or their representatives. Attending on the Russian side were Major General Vladimir Ivanovich Nikishin, Deputy Director for the General Staff's Directorate for International Treaties and Vice Admiral Vladimir Vladimirovich Avdoshin, Chief of Operations for the Russian Navy. Members of the press were also present. 

In their remarks, all four generals highlighted the importance of the MLM in NATO-Russia military cooperation. They recognized the progress NATO and Russia have achieved in their militaryactivities, while underlining the potential to do more.
