He met President Marovicof Serbia and Montenegro, President Tadic, Prime Minister Kostunica,Foreign Minister Draskovic, Deputy Prime Minister Labus and DefenceMinister Davinic of Serbia. He also met President Vujanovic and PrimeMinister Djukanovic of Montenegro.

The SecretaryGeneral discussed ongoing developments in Kosovo, and urged Serbia andMontengro’s leaders to support the full participation of Kosovo's Serbsin the Provisional Institutions of Self Government. He also urgedBelgrade to engage in more political-level discussions with Pristina,to address effectively issues of common concern.

Anagreement between NATO and Serbia and Montenegro on Lines ofCommunication was signed by the Secretary General and Foreign MinisterDraskovic. This is a technical agreement which will allow NATOpersonnel and equipment to transit through the country, facilitatingthe regular logistical support for KFOR. It also demonstrated the goodrelations and effective partnership between NATO and Serbia andMontenegro.

Finally, the Secretary General discussedwith all his interlocuters the country’s ambitions to join the NATOPartnership for Peace (PfP) programme. He made it clear that while allAllies share that ambition, and while defence reform in Serbia andMontenegro is making progress, full cooperation with the InternationalTribunal in the Hague -- and in particular, where that concerns GeneralMladic -- is necessary before PfP membership can happen.
