Exercise Kaliningrad 2004 will take place between 22 - 25 June 2004 in Kaliningrad Oblast of the Russian Federation. It is a field and strategic-level Tabletop Exercise/Seminar.
The current security threat posed by terrorism requires a determined and international response. NATO and Russia, together with other partners, have put fight against terrorism firmly on the priority list of their joint agenda. A number of co-operative events, including exercise "Bogorodsk 2002", have already taken place in the past.
Exercise Kaliningrad 2004 will take place between 22 - 25 June 2004 in Kaliningrad Oblast of the Russian Federation. It is a field and strategic-level Tabletop Exercise/Seminar. Its main objective will be to examine existing national, regional and multi-national arrangements and interrelationships for consequence management and response to a mass casualty and environmental disaster situation caused by a terrorist attack. It will identify current shortfalls, existing best practices and procedures, and if needed, suggest areas for further emergency response co-operation that might be developed within the NATO-Russia Council and Euro-Atlantic Partnership Council (EAPC).
About 1000 personnel from 22 EAPC countries and international organisations (UN Office for the Coordination of Humanitarian Affairs, European Union, International Civil Defence Organization) will participate in the exercise.
The Field Exercise will take place on 23 June 2004. The exercise scenario will focus on a terrorist attack on an oil platform off the coast of Kaliningrad Oblast. It will lead to a high number of casualties and a major oil spill threatening coastal areas, and will trigger a request for international assistance. It will test the regional response to a particular disaster scenario at operational and tactical level. During this part of the exercise it is envisaged that the stricken nation will submit a request for assistance to the Euro-Atlantic Disaster Response Coordination Centre (EADRCC). The participants in the Field Exercise will be rescue and consequence management units from Poland, Lithuania and Russia.
The results of the Field Exercise will be included in the broader strategic discussion during the TableTop Exercise/Seminar which will be held on 24 and 25 June.
Closed-door sessions will include discussion of disaster scenarios, primarily caused by terrorism, and requiring international participation beyond the regional framework of the Field Exercise. The Table Top Exercise/Seminar is open to participation from EAPC countries, selected international organisation and industry representatives.
Media arrangements
During the duration of the exercise, a press centre will be operational in the exercise area. The centre will have press facilities and will be equipped with telephone and fax connections.
