Since the establishment of the Euro-Atlantic Disaster Response Coordination Centre (EADRCC) in June 1998, the Centre has coordinated assistance from EAPC nations in more than fifteen emergencies in the EAPC region.

Since the establishment of the Euro-Atlantic Disaster Response Coordination Centre (EADRCC) in June 1998, the Centre has coordinated assistance from EAPC nations in more than fifteen emergencies in the EAPC region. In addition, five major field exercises have been conducted with participation from a large number of EAPC nations.

In order to take stock of all lessons learned during these operations and exercises, a “Lesson Learned Seminar” will be conducted from 24 to 26 May 2004 in Dubrovnik (Croatia). The seminar is a cooperation between the EADRCC and the Croatian Civil Protection Department.

The seminar will start with a plenary session focusing on the broad subject of lessons learned. The main part of the seminar will be several parallel working group sessions. The following topics will be discussed:

  • The EADRCC, procedures, Points of Contacts, relations with the Military, etc;
  • The stricken nation/Receiving nation, organisation and procedures, etc ;
  • The assisting and transit nation, employment of teams, border crossing, etc;
  • Cooperation with international organisations and Non-Governmental organisations, how to avoid unnecessary duplication, etc;
  • Information to the public;
  • The new risks and challenges, terrorism, Chemical, Biological and Radiological Risks, etc; and
  • Future perspectives, the direction of the EADRCC, etc.

All EAPC nations, the UN Office for the Coordination of Humanitarian Affair (UN OCHA), The European Union (EU) and other international organisations are invited to the seminar in Dubrovnik.

The aim of the seminar is to evaluate the experiences from the operations and exercises to further improve the EADRCC ability to support the EAPC nations if a disaster should occur. At the same time also to assess if these experiences has improved the EAPC nations capability to provide and receive assistance.
