The first ever Winter Academy on security issues to take place in Ukraine was held 1-5 March 2004.

Over 50 students from across Ukraine and from neighbouring countries, as well as young staff officers from ministries, gathered in the city of Lviv in the west of the country around the subject of "Euro-Atlantic integration: an instrument for stability".

High-level speakers addressed the audience and used a daily video link with Brussels throughout the week to communicate directly with NATO HQ officials. A video link was also established with the US Embassy in Kiev so that students could attend interactive sessions on a wide range of security-related issues. These included the genesis of conflicts, the development of policies and the role of the State, NATO's evolution after the Prague Summit, cooperation between different international organisations and deterrence. They also discussed defence reform in Ukraine and the definition of the democratic values shared by NATO members.

The Winter Academy, which was attended by the Ukrainian Minister of Foreign Affairs, Hryshchenko, as well as the Secretary General of the OSCE, Ján Kubiš, was organised by the Ministry of Education and Science, the National Academy of Sciences in Ukraine, with the support of the NATO Information and Documentation Centre in Kiev.
