The fifth annual Winter Academy, organised by the Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences, with the participation of the NATO Information Office in Moscow, focused on the theme of "NATO Transformation: 1990-2004".
NATO officials and diplomats faced many challenging questions from attendees on a wide range of issues such as NATO's actions in Kosovo and the operation in Afghanistan. In addition, participants asked several speakers to explain how NATO planned on transforming in order to address new threats such as terrorism. Even the possibility of Russian membership in NATO was explored, with the historic precedents of the membership of certain states in only the political arm of NATO studied as a potential model.
Leading Russian academics at the conference also added their insights into NATO's transformation and its current role.
