At the invitation of the Croatian Ministry of Interior, the NATO Planning Board for Inland Surface Transport (PBIST) conducted its Bi-Annual Seminar with Partnership for Peace (PfP) Nations on 28 - 30 October 2002 at Makarksa in Croatia. The main aims of the seminar were to familiarize and share information about NATO and the work of PBIST with representatives from the National transport ministries, National Military Authorities and commercial transport industries in both Member and Partner Nations. The meeting allowed for an exchange of views on how their participation in this work can be made more efficient.
The seminar, in responding to the new security challenges, addressed a range of issues including examining and suggesting possible remedies to the problems related to Border Crossings, specifically for civil emergency purposes including the improvement of civil preparedness against Chemical, Biological & Radiological (CBR) risks. The participants also looked at Reception Staging and Onward Movements (RSOM) in emergency operations. The possibility to contribute to the development of procedures for the employment of civil experts from Partner countries was examined as well.
This latest PBIST Seminar built upon experience gained at the transportation seminars and NATO Military sponsored activities conducted in recent years, as well as on lessons learned from recent NATO operations.
PBIST carries on a very robust co-operation with Partners. PfP Nations representatives participate in Plenary sessions, Working Group meetings, seminars and other activities.
The PBIST task is to ensure that inland surface transport serves NATO's civil and military needs, with maximum effectiveness by developing, reviewing and advising on Alliance policies, arrangements and procedures. This includes, inter alia, transport by road, rail, inland waterways and containerisation, as well as infrastructure and intermodal applications of these modes of transport; the use of seaports and emergency anchorage's; the transport of ammunition, explosives and other hazardous cargoes.
