''The 20 countries will sit around a table as equals discussing subjects we have identified and where we see the prospect of joint decisions and joint action'', explained NATO Secretary General, Lord Robertson at a joint press point with the Foreign Minister of the Russian Federation, Igor Ivanov. The Russian Foreign Minister was at NATO HQ on 15 April to pursue discussions with Lord Robertson on the creation of a new mechanism for NATO-Russia cooperation.
Igor Ivanov said that they had had constructive discussions, but more work had yet to be achieved at expert level to establish the modalities for a new Council. Lord Robertson stated that he was confident that an agreement would be reached before the next ministerial meeting in Reykjavik, 14-15 May, and that a NATO-Russia Summit had been proposed for 28 May in Italy. When questioned on the subjects to be discussed within the new Council, Lord Robertson said areas such as counter-terrorism and proliferation would be covered. During their meeting, the two men covered other issues such as joint action in the Balkans with Russia's contribution to NATO-led forces in Bosnia and Herzegovina and Kosovo.
