NATO Secretary General, Lord Robertson, sent a telegram of congratulations to President Leonid Kuchma, commemorating the 10th anniversary of Ukraine's independence. Ukraine achieved independence in 1991 and immediately became an active partner of the Alliance.
It is currently a member of the Euro-Atlantic Partnership Council and of the Partnership for Peace programme. It signed a special agreement with NATO in 1997 (a "Charter on a Distinctive Partnership") and has been hosting a NATO Information and Documentation Centre in Kyiv ever since.
