In a statement, NATO Secretary General, Lord Robertson, welcomed the promulgation of a Constitutional Framework for Provisional Self-Government in Kosovo by the Special Representative of the UN Secretary-General, Hans Haekkerup. This will put into place interim institutions consistent with the provisions of UN Security Council Resolution 1244. Elections are also planned for 17 November 2001.
