The Deputy Prime Minister of Serbia, Dr. Nebojsa Covic visited NATO Headquarters on 25 April. He was accompanied by Yugoslav Foreign Minister Goran Svilanovic and the Commander of the Joint Security Forces, General Ninoslav Krstic. Dr. Covic met with the North Atlantic Council, NATO's highest decision making body, for a frank and open exchange on the situation in Southern Serbia.

Dr. Covic and Minister Svilanovic offered a presentation on the developments which took place in Southern Serbia since Dr. Covic's previous visit two months ago, with a particular emphasis on the measures adopted by the Serbian authorities to raise the level of trust between ethnic communities in that region. The prospect of the re-opening of sector "B" of the Ground Safety Zone was also the subject of an exchange of views

At the joint media opportunity after the meeting, Lord Robertson said that NATO is not constrained by any particular time-table to hand-over sector "B" of the Ground Safety Zone and that it would happen when the circumstances are appropriate.

Lord Robertson highlighted the importance of a political dialogue and implementation of "trust-building" measures to win the support of the local population. At the same time, he stressed that "the legitimate aspirations of the local communities can only be achieved through politics, not violence."

Dr. Covic echoed the importance of intensified confidence-building measures and dialogue between the Serb and ethnic Albanian community, adding that in the last two months already great progress has been achieved with the help of NATO.
