For the first time ever, Partner countries participated in one of NATO's annual crisis management exercises. These exercises are organised to practice political and military crisis management procedures; the scenarios are planned by experts and national representatives. The CMX 2001 scenario centred around rising tensions between two fictional countries, Indigoland and Greyland. A NATO-led Peace Support Operation (PFOR) was set up, under a UN Security Council mandate, to monitor and control a zone of separation between these two countries. Due to smooth negotiations, the exercise, which started on 15 February, finished two days early on 19 February.
NATO's crisis management exercises involve real-life actors, namely the North Atlantic Council (NAC) -NATO's top decision-making body- supporting NATO bodies and NATO capitals. This year, Partners had an important consultative role in the decision shaping process and meetings of the NAC and NATO committees were also held with the participation of Partners.
