NATO Secretary General Lord Robertson visited Kosovo on 30 November. He returned reassured that KFOR was responding vigorously to prevent the escalation of extremist activity by ethnic Albanians in the Presevo Valley of southern Serbia. In a statement released before his trip, Lord Robertson expressed NATO's concern about the upsurge in violence, condemning "the attacks made and the violence caused by a minority of extremists" and calling for an immediate end to these illegal activities. He outlined KFOR's six-point plan to contain the violence. Referring to an exchange of letters with the newly-elected Yugoslav President, Vojislav Kostunica, he welcomed the positive tone and the commitment to respect the Military Technical Agreement between KFOR and the Yugoslav and Serbian authorities, which covers the Ground Safety Zone along Serbia's internal boundary with Kosovo.
